Capital Programme Manager—£313/day
Our London local authority council is looking for an exceptional candidate for the post of a Capital Programme Manager,
The Programme Manager is responsible for the allocation of project management resources to ensure the successful delivery of a programme of key capital and non-capital projects, value of up to £30 million, to the specified programme cost, and quality standards. The projects cover all aspects of Environment Delivery with the largest focus on public realm and transport for capital projects and all Environmental Services for revenue related projects.
The Programme Manager will proactively lead and manage Project Managers and work closely with the rest of Environment Delivery to deliver a complex range of projects in order to achieve desired outputs within agreed time frame, budget, to specification and operational standards. The postholder is required to create and maintain a resource allocation model and prioritisation framework ahead of the team delivering projects and manage reporting through live dashboards designed and maintained by the postholder.
Key Unit Accountabilities;
1, Lead and take overall responsibility for multiple Capital or non-Capital projects up to £30 in value.
Create a transparent prioritisation and resource allocation framework.
2, Create and maintain an online workflow system and a live reporting system for all projects.
Champion and ensure the use of best project management practice such as Prince 2 or Six Sigma.
3, Provide project and programme management expertise both to the team and directly on the largest and most complex projects, ensuring all projects have the necessary documentation for the appropriate approvals and implementation.
4, Provide senior level support, technical input and project management/budget support and forecasting during the concept, design and feasibility stages in order to ensure that outcomes can be maximised and disagreements can be resolved to ensure successful delivery of the project.
5, Ensure that all project budgets within the portfolio of Project Managers are effectively managed in accordance with the Council’s financial policies
6, Take responsibility for the planning and organisatin of complex, long term programmes for capital and non-capital projects. monitoring and reviewing programmes to achieve objectives.
Set tolerances for every project and the overall programme and produce a reporting mechanism to alert the sponsor of any potential breaches in tolerance.
7, Ensure that major projects deliver planned performance and outputs to time. budget commitments and quality specifications by monitoring projects delivery partners and their contractors: highlighting risks and taking remedial actions as required.
8, Maintain regular and accurate reporting to Senior Management. including analysis and evaluation on the current and forecasted status of assigned projects to provide an accurate reflection of progress.
9, Identify potential difficulties with project delivery and take appropriate remedial action.
10, Act Proactively to ensure that positive and effective relations are developed and maintained between members of the team and all clients and key internal and external stakeholders throughout the project, keeping them fully up to date on progress and the impact of the project.
11, Ensure Communication Plans are developed on all projects and that effective communication continues throughout the life of the project.
The contract is initially for 3months which is likely to be extended for the right candidate.
